In 1997 the Knox County Domestic Violence Initiative was formed by the Knox County Sheriff, the Police Chiefs from all four law enforcement agencies within the county, the District Attorney's Office, New Hope for Women (victim service provider), and Time for Change (certified batterer's intervention project).

The purpose of the Initiative was to find ways to work was a collaborative community effort in fighting domestic violence. The Initiative found funding through the Violence Against Women Act. This funding was used to hire a full-time Domestic Violence Investigator who also acts as the County's Domestic Violence Coordinator.

 

The purpose of the unit is to:

  • Enhance response of law enforcement to domestic violence; better services being provided to victims; Increase prosecutions for domestic violence offenses while holding batterers more accountable; and Increase the public's awareness of domestic violence while decreasing their tolerance to it.
  • The Initiative and formulation of this program was a pioneer project. The success has been so substantial that the unit has aided in the implementation of similar type programs in seven of the remaining fifteen counties in the State of Maine.
  • The Initiative members and the Domestic Violence Coordinator have worked together to bring about changes to accomplish the purposes intended at the outset of the program.

Specific accomplishments to date include:

  • Standardization of law enforcement polices and procedures for all agencies to incorporate the "ZERO TOLERANCE, PRO-ARREST" mandate.

  • Standardization of forms and reporting requirements by all law enforcement agencies regarding domestic violence calls.

  • Victims receiving immediate assistance from New Hope for Women through implementation of a self referral form.

  • Forwarding of all complaints to domestic violence unit and Investigator for follow-up.

  • Implemented a computerized tracking system for Protection From Abuse Orders (restraining orders) issued countywide, which enables officer's immediate access to up-to-date information and status of these orders.

  • Training for all officers in procedures and policies involving domestic violence, State mandates, and community resources for victim (on-going).

  • Victim cell phone program that increases safety for victims assessed as being "high risk".

  • Information packets, written notification of victim rights, and community resources offered to victims at all domestic violence complaints.

  • Conducted cross training with Investigator, New Hope For Women, and Time For Change personnel and volunteers to make them aware of law enforcement responsibilities and limitations.

  • Anonymous survey of victims to see how their needs are being met by the system implemented and how the Initiative members can better assist them.

  • Investigator works with District Attorney's Office to strengthen cases and ready them for court.

  • District Attorney's Office prosecute cases as "victimless crimes".

  • Sentencing of batterers to probation with Time for Change program as a mandatory condition.

  • Road sign and poster campaigns to raise public awareness.

  • Newspaper articles highlighting domestic violence arrests and court dispositions.

  • Radio ad campaigns and public service announcements.

  • Speaking engagements by Coordinator at civic groups and organizations.

  • Training for other counties law enforcement personnel and victim service providers on merits and need of similar type of program in their area.

  • Conducted educational and informational town forums on the issues of domestic violence and the community.

  • Formulation of Community Advisory Committee. Membership consists of former victims, clergy, social service agencies, probation, law enforcement, victim service providers, hospital personnel, emergency services personnel, legislators, businesses, and anyone interested in combating domestic violence in our communities.
